Comprehensive Community Planning (CCP)
The CSTC member First Nations are embarking on developing land use plans for their Reserve Lands using the CCP model. While only a few have formally begun this process, most have completed much of the 'Pre-planning' that is required through various initiatives and projects. The CSTC will provide technicial support to the CSTC member First Nations in their CCP work.
CCP is a planning process that is driven, designed and implemented by the community for the community. It allows a community to plan its development (both present and future) in a way that meets its needs and goals. It is comprehensive because it addresses all aspects of community life, including governance, land and resources, health, infrastructure development, culture, social issues and the economy. Sustainable development is the guiding principle of comprehensive community planning.
It is a four step process developed by Indian and Northern Affairs Canada (INAC). The basic requirements for a community to start this process are; community engagement and support, capacity building and training (create qualified staff), communications (internal and external) and resources (funding, people, time).

Role of Indian and Northern Affairs Canada (INAC)
BC Region of INAC is supportive of long-term community-based planning by First Nations. It is a specific commitment that has been made in the department’s Sustainable Development Strategy. Supporting First Nations comprehensive community planning will enable the Department to be more responsive to community needs and priorities.
BC Region has been working in partnership with five First Nations on CCP pilot projects since 2004. The Region has recently expanded support for CCP to ensure that more First Nations communities can experience the benefits of developing community-based and community-driven plans.
Thier work also includes the development of the CCP Handbook: Comprehensive Community Planning for First Nations in British Columbia. Developed in partnership with First Nations, this resource is a useful reference tool to support First Nations interested in doing CCP.
